In a regular capacitor, energy is stored as an electro chemical process. Voltage is applied between the positive and the negative plates to charge the super capacitor. This concept is similar to the building of static electricity when someone walks on a carpet. Some newer designs allow still higher capacities in a smaller size capacitor.
